Introduction

 This department comprises of the district Administrative structure, Human Resources Management, District Council, Committees, Boards and Commissions.Administrative Structure

The district has 2 Counties (Bukomansimbi North & South) and is divided into 5 rural Sub-counties, and 4 Town Councils, 39 parishes including a Townboard and 254 villages.

Bukomansimbi North comprises of 3 sub-counties (Kitanda, Bigasa and Bukango) and 3 Town councils (Bukomansimbi T/C, Kagologolo T/C and Kigangazzi T/C), and Bukomansimbi South comprises of 2 sub-counties (Butenga S/C & Kibinge S/C) and 1 Town Council (Butenga T/C) as observed in the table  below.

Total payroll of pensioners in Bukomansimbi district has 60 staff and they are all paid on time.

Only 1 national function was celebrated in the year 2018/2019.

Council, Committees, Boards, and Commissions

This section includes the District Council, District Service Commission, Public Accounts Committe, Land board, Contracts Committee and the Executive Committee Members.

 District council

The council is headed by the speaker and is comprised of 19 members, 10 males and 9 females. The distict hasn’t passed any bye laws. Each group is represented by 2 members (male & female) that is elderly, workers, PWDs and the youth respectively.

 District Service Commission

The District Service Commission has 4 persons with 3 Males and 1 Female. It’s mandated by law to conduct interviews in respect of staff recruitment, confirmations, promotions, handling of disciplinary cases and staff retirements. It was nominated by the District Executive Committee and appointed by District Council. The commission handled 2 disciplinary cases, 29 recruitments were done, 22 promotions were handled, 12 staff were confirmed, 9 staff regularized and 3 leave applications were handled.

 Public Accounts Committee

The Public Accounts Committee comprise of five non-political knowledgeable persons, of whom 4 are men and 1 female. They were nominated by the Executive Committee and appointed by the District Council to review district internal and external audit reports and any commission of inquiry.

 Land Board

The Land board is comprised of five members, 3 males and 2 females. They are nominated by the Executive Committee, seconded by the District Council and approved by the Ministry to monitor, appoint and settle the land disputes. 8 meetings were handled in 2018/2019, 13 land title applications were received and handled. Apparently, no land dispute was handled and no land title applications processed.

Contract Committee

The contract committee consists of 5 members and they are all male plus the secretariat. A number of contracts were awarded but no contract has been reviewed.

Executive Committee Members

The Executive Committe is headed by the District Chairperson and it’s responsible for overseeing, implementing and supersiving government programmes. It is comprised of 5 members, 3 males and 2 females.
